About Kusabi Momoura
Kusabi Momoura is the chief of the Momotaro Agency's Kegon Falls Branch Laboratory in Nikko, the facility at the centre of the new arc. A senior figure in the Agency that hunts Oni, he oversees research that the Oni side calls horrific, experiments carried out above Kegon Falls, far from public eyes. Calm and professional, he represents the coldest face of the Momotaro: not hatred, but science that has stopped seeing its subjects as people.
Appearance
Kusabi presents as a calm, professional senior officer of the Momotaro Agency, neat, composed and entirely unremarkable to look at, which is its own kind of menace. Nothing in his manner suggests a fanatic; he runs a laboratory, not a battlefield, and his authority in Nikko is the authority of clipboards, protocols and locked doors.
Personality
Kusabi is cold in the specific way of institutional cruelty: not hatred, but procedure. He oversees experiments on Oni that the Oni side calls horrific, and he does it with the calm of a man for whom the subjects stopped being people a long time ago, if they ever were. That calm makes him, to the Rasetsu students, the most frightening face of the Momotaro: the one that will never rage, never doubt and never stop on its own.
Background & Story
Kusabi Momoura heads the Momotaro Agency's Kegon Falls Branch Laboratory in Nikko, a research facility built above the falls, far from public scrutiny. The Agency that has hunted Oni for generations uses the laboratory to study its captives, research the Oni side regards as atrocity and the Agency regards as duty. When Shiki and the Rasetsu Academy students come to Nikko, Kusabi's laboratory becomes the arc's centre of gravity: the place where the war's oldest question, whether the enemy is a person at all, is being answered, daily, by science that stopped asking it.
